The plan framework provides a way to organize the Center City 2040 Vision Plan and establishes a blueprint for how Center City will grow and evolve over the next two decades and beyond. The framework reflects community input collected throughout the planning process. Guided by this framework, the 2040 Vision Plan will articulate big ideas and bold moves as well as specific recommendations for policies, projects, and programs necessary to achieve the desired vision, support plan goals and direct future development decisions for the public and private sector.
The Vision Elements express the community’s aspirations at this time in history and what Center City should strive to become by 2040.
The Goals serve as the basis for future design and development concepts and prioritizing new projects, policies and programs for Center City.
Implementation of the strategies for change and associated recommendations will be achieved in part through the physical development and enhancement of specific “focus areas” around Center City. Focus Area strategies consider land use, infrastructure, adjacent development patterns and context. They also outline important connections and linkages, key development/improvement opportunities and specific catalytic projects. Additionally, they are geographically dispersed across all parts of Center City to ensure a broad distribution of resources and energy.
